Our agency has just entered into an agreement that allows it to have direct access to some of the world's major suppliers of fuels.  As such, we are expanding our outreach to the purchasing public to offer an opportunity to not only work with our end suppliers but to enhance its presence in the global market.  To ensure that both the buyer and supplier have the capacity to complete their transactions, our suppliers ask that each end buyer assist in its due diligence, by simply providing an ICPO along with a Bank Comfort Letter from their bank signed by two of its officers on the bank's official letterhead, verifying that the end buyer has the financial capacity to purchase their requested commodity and a letter from the end buyer's attorneys, also verifying that the end buyer has the financial capacity to purchase its chosen commodity. Although this may seem somewhat of an extra step, it will position both parties to  negotiate directly with one another on pricing, and purchase payment terms and procedures.
